Community Security Program Manager

PROGRAM OVERVIEW

The Community Security Program is a critical element of the Federation’s Resilience Portfolio, building on two decades of funding and leading Jewish community security efforts in the Bay Area. Under the direction of Rafael Brinner, an expert with 25 years’ experience in the security field, the program has grown and developed in sophistication, improving confidence, collaboration, and coordination to safeguard our community. Its primary areas of focus are connecting community members with resources and expertise to improve security and preparedness, advising on potential threats and suggested remedies, and building strong relationships within the Bay Area Jewish and interfaith communities through a holistic approach that seeks to foster psychological and emotional security alongside traditional physical security. 

The program has provided security consultation to over 75 synagogues and organizations around the Bay Area since the attack on Pittsburgh’s Tree of Life synagogue and conducted formal vulnerability assessments for more than 40 organizations. Additionally, through a series of workshops and training opportunities, the Federation has aided hundreds of synagogue executives, clergy, and security committee members in creating a culture of security and preparedness and adopting best practices at their respective organizations. 

The Community Security Program also reviews threats, suspicious activity, and anti-Semitic incidents reported by Jewish organizations and synagogues, analyzes the circumstances and liaises with law enforcement to determine who is behind them and whether they represent harassment or a more serious threat. These efforts have allowed organizations to increase security when warranted, refrain from overreacting to non-credible threats, and temper anxiety among community members. 

POSITION SUMMARY

The Program Manager is a new role created to support an expansion of the Community Security Program given the current security environment and the recent integration of East Bay communities into the Federation’s service area. This role offers the opportunity to implement critical and high-impact work, establish new systems, and meet the needs of a diverse, engaged community with an active concern for its security. The successful candidate will have strong attention to detail and be effective at communicating with individuals and large groups both verbally and in writing. The Federation is seeking a highly motivated self-starter, with strong organizational skills, and experience in managing complex projects. Direct experience in the field of security is a plus, but not required. 

The Program Manager will report directly to and be mentored by the Director of Jewish Community Security and will be responsible for daily management of the program, implementation of foundational strategic initiatives such as cultivating the program’s network of security relationships, maintaining its mass-notification system, providing security grant application support, and coordinating workshops and training opportunities with external constituents. 

ESSENTIAL FUNCTIONS OF THE POSITION

  • Promote, implement and manage the mass-notification system for Jewish community security: ensure community partners are informed in a timely and effective manner when specific security concerns arise; maintain security program’s community-wide reach for security alerts and less urgent notifications. 
  • Cultivate a network of community security partnerships with a wide base of stakeholders: sustain and augment relationships with security partners in the Jewish community and interfaith community, and ensure they are familiar with their role in handling and disseminating notifications and updates from the community security program. 
  • Maintain resource roster: track partners’ satisfaction with vendors, trainers, and other security resource providers to optimize value when engaging future services for the community. 
  • Support community preparedness: Coordinate and plan security and preparedness workshops centrally and at regional Bay Area hubs; collaborate with community partners to schedule security convenings, events, and training.
  • Oversee community requests for support and assistance: Develop and maintain a system for reviewing and responding to requests, ensuring their timely fulfillment. 
  • Coordinate security grant application support: schedule assessments, security consultations, and application reviews for partner organizations applying to state and federal security grant programs. 
  • Assist Director of Security in program growth and development: Undertake other tasks and initiatives to advance the community security program’s capacity and effectiveness. 

EDUCATION OR TRAINING EQUIVALENT

  • Bachelor’s Degree required; Master’s Degree a plus.

QUALIFICATIONS (SKILLS, ABILITIES, LICENSES)

  • Highly proficient communicator in person, by phone, and electronically 
  • Exceptional organizational skills, with 3-5 years’ experience supporting or managing complex projects 
  • Demonstrated ability to establish and meet objectives according to agreed-upon timelines 
  • Team leader who brings a collaborative mindset to coordinating among multiple constituencies 
  • Familiarity with the Jewish community, its customs, and practices 
  • Positive mindset that inspires confidence and action 
  • Proficiency in MS Office suite (especially Excel and Word), Constant Contact, and project management software
